Objective

The prime objective of snow removal for the Town of Smyrna is to establish reasonable mobility on our main streets for safe access to the hospitals and emergency routes as quickly as possible.

Level of Service

The goal for the Town of Smyrna Public Works Department is to obtain a “dry pavement” status on each roadway on the department’s priority list. This is a goal and not an objective. The Primary Route is the first priority and will be cleared to a reasonable degree. There shall be no deviation from the priority list without approval of the Director of Public Works or the  Public Works Superintendent.

How road treatment works

During snow and ice events, the Town maintains a stockpile of road salt and uses plow trucks and salt spreaders to help maintain passable roads for as many motorists as possible.

  • Primary focus: state roads, arterials, collector roads, and routes around StoneCrest Medical Center, Police and Fire Stations to support emergency services.
  • Next focus: collector streets connecting to state routes, hazardous intersections, and steep roadways.
  • After that: minor collectors and neighborhood streets with steep slope conditions, if snow/ice persists.

General Guidelines

  • It shall not be a function of the Public Works Department to clear sidewalks, as this the responsibility of the adjoining property owner per Municipal Code 16-109.

  • After completion of all the priority routes, the department may conduct operations on roadways not on the priority list if deemed appropriate by the Director of Public Works or the Public Works Superintendent.
  • Priority Routes may be terminated, temporarily interrupted, or postponed due to unpredictable or peculiar weather conditions, emergency situations, safety, and/or shortages of materials, equipment, or funds.
  • Snowfall accumulations of up to two inches are usually handled (depending on weather conditions) by salting, or combinations of salt and sand. During snowplowing operations any vehicles abandoned within the public right-of-way in such a manner to obstruct operations and/or create a hazard will be removed at the expense of the owner per Municipal Code 16-101.

  • Plow operators are instructed to plow streets as close as possible to the curb line with a minimum number of passes. Where sidewalks are close to the curb, drivers are instructed to avoid pushing snow onto the sidewalks.

Guidelines for citizens

  • Avoid on-street parking before and during snow/ice events, especially on priority routes.
  • Keep sidewalks clear as required by Municipal Code 16-109 (abutting occupants must remove accumulated snow and ice).
  • Dress in layers and wear hats, gloves, and insulated boots to reduce risk of cold exposure.
  • Help prevent frozen pipes by letting water run slightly during extreme cold, if appropriate for your home.

Winter driving safety tips

  • Reduce speed and increase following distance.
  • Avoid cruise control on icy roads.
  • Give snowplows extra space and use caution when passing.
  • Before leaving, check tires, brakes, lights, and wipers. Clear snow from windows, mirrors, headlights, and taillights.
