About the Safety Action Plan

The Town of Smyrna’s Safety Action Plan seeks to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through implementation focused on all road users, including pedestrians, bicyclists, motorists, personal conveyance and micro-mobility users, and commercial vehicle operators. The plan meets the requirements established by USDOT for SS4A Safety Action Plans.

What are Safety Action Plans?

Safety Action Plans are comprehensive strategies designed to reduce or eliminate serious injuries and fatalities on roadways by leveraging data analysis, public engagement, strategic project identification, and leadership commitment. These plans identify contributing factors, prioritize data-driven interventions, engage the community, define projects to improve safety, and secure leadership support to ensure long-term implementation.

What’s the plan?

The Safety Action Plan will meet the requirements of the United States Department of Transportation’s (USDOT) Safe Streets and Roads for All (SS4A) program. The goal of the Safety Action Plan is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries focused on all road users.

Discovery and admission as evidence of certain reports and surveys

Notwithstanding any other provision of law, reports, surveys, schedules, lists, or data compiled or collected for the purpose of identifying, evaluating, or planning the safety enhancement of potential accident sites, hazardous roadway conditions, or railway-highway crossings, pursuant to sections 130, 144, and 148 of this title or for the purpose of developing any highway safety construction improvement project which may be implemented utilizing Federal-aid highway funds shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location mentioned or addressed in such reports, surveys, schedules, lists, or data.
