INVITATION TO BIDDERS

The Town of Smyrna will accept bids on the CEDAR STONE PARK PHASE 2A.

Project consists of the following: The project is located at 3639 Morton Lane. The project includes the mass grading of the site, storm sewer and utility installation in preparation for the future construction of a four-field youth baseball complex with a concessions/restroom facility, park maintenance building and asphalt drives and parking.  The Park shall also include grading, storm sewer, detention ponds, utility work (including water, sewer and gas), erosion control and all other appurtenances included in the park design.

A non-mandatory but recommended Pre-Bid Meeting will be held at 2:00 PM Tuesday, September 22nd, 2026 at Smyrna Town Hall.

Sealed bids will be accepted until 2:00 PM Thursday, October 1, 2026, at which time bids will be publicly opened and read aloud.  No bid may be withdrawn after the scheduled closing time for a period of 90 (ninety) days.  All bids must be marked in a sealed envelope and mailed or hand delivered to:

Electronic copies of both plans and specifications may be obtained from Thomas & Hutton upon payment of $75.00 per set, none of which is refundable. Bids will not be opened from Bidders who have not obtained the contract documents from the engineer.  Upon request by the bidder, paper copies of the plans may be purchased for an additional $300.00 per set.

 

All Bidders must be licensed Contractors in the State of Tennessee in strict accordance with State regulations.  No bid will be opened unless the outside of the sealed envelope containing the bid provides the following information: the name, license number, the date of the license's expiration, and the classification of the contractors applying to the bid for the prime contract and for electrical, plumbing, heating, ventilation, and air conditioning contracts (if applicable to the project), except when the bid is in an amount less than twenty-five thousand dollars ($25,000). When the bid is less than twenty-five thousand dollars ($25,000), the name of the contractor only may appear on the outside of the envelope containing the bid, and upon opening the envelope, if such bid is in excess of twenty-five thousand dollars ($25,000), the same shall automatically be disqualified. Prime contractor bidders who are to perform the electrical, plumbing, heating, ventilation and air conditioning (if applicable to the project) must be so designated upon the outside of the envelope. Failure of any bidder to comply therewith shall void such bid and the envelope containing such bid shall not be opened or considered. In the case of joint ventures bids, each party submitting the bid must provide this information.  All Bidders shall comply with the Contractors Licensing Act of 1976 and as amended (TCA Title 62). All bidders shall comply with the Tennessee Contractor’ License law Section 62-6-119 (Bid documents - Required disclosure by bidders) when submitting bids.

 

Smyrna Business License
Subject to the exceptions enumerated hereinafter, persons subject to the Smyrna Business Tax operating from an established place of business in one county who extend their operations into other counties and/or municipalities without establishing an office, headquarters or other place of business therein shall not be subject to the Smyrna Business Tax in such other counties and/or municipalities.  Tax on total receipts from all taxable sales shall be due to the county and municipality, if any, in which the established place of business is located. A new business license is $20.00.  If applicable, at license expiration, renewal is a percentage of the business total gross.

 

Excepted from the rule as stated in above paragraph are:
(a) Persons with no established place of business in this state.
(b) Contractors with taxable receipts of $50,000 and out of state contractors.

 

All bidders shall adhere to Title VI of the Civil Rights Act enacted in 1964 which states that “No person in the United States shall, on grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance”, state of Tennessee funding, and/or funded by the Town of Smyrna.

                                                                       

The Town of Smyrna will not discriminate in the purchase of all goods and services on the basis of race, color, religion, sex, national origin, age, disability or any other lawfully protected classification.  The Town of Smyrna reserves the right to reject any and all bids, to waive technicalities or informalities and to accept any bid deemed to be in the best interest of the Town.
