This park property is the result of the Town and Rutherford County working together for the community. The property was given to the town for park purposes and is now home to the Smyrna Public Library which relocated to this site in 1999. The town was honored to rename the park by adding Mr. J.J. McWilliams's name to the park in 2007.  Mr. “Mac” was a well-known principal at Smyrna High School. The late J.J. McWilliams not only influenced many students but also prepared many future principals and teachers during his time with the county schools.

This park consists of a shelter, playground, a .5 mile walking trail, a pond with a fountain, and a library. The park is also adjacent to the Smyrna Senior Citizens Center. The shelter in the park is named after the late Patricia Flemming who was a member of the Smyrna Parks Advisory Board and lived near this popular park area. At one time this park encompassed a youth football field which was home to Smyrna Youth Football until the library was placed on site.
